ZeroEyes hires Stephen Billy to drive US federal push

ZE Government Solutions, a subsidiary of weapons detection firm ZeroEyes, has appointed former White House advisor Stephen Billy as Director of Federal Strategy as it steps up its push into the US federal market.

Billy most recently served as a senior advisor at the Office of Management and Budget. In his new role, he will engage with federal agencies and help position ZeroEyes' security products for broader adoption across government.

The hire adds a senior Washington figure as ZeroEyes seeks to expand beyond its existing defence-linked customer base. ZE Government Solutions is wholly owned by ZeroEyes and supplies artificial intelligence systems to US federal departments and agencies.

Billy has held several roles across government. Alongside his recent work at the Office of Management and Budget, he served in the first Trump administration in senior positions at the Office of Management and Budget, the Office of Personnel Management, and the Department of Commerce.

Federal focus

ZE Government Solutions says it has a track record of delivering computer-vision products for US Department of War customers, but it did not name specific programmes, contracts, or agencies.

It is now pitching a broader portfolio across the federal landscape, including visual weapons detection and intrusion detection for people, vehicles, and maritime vessels. It also lists counter-drone capabilities.

The company says its technology can integrate with federal infrastructure and networks, including deployment on small drones, robotics, and tower-based mobility platforms.

ZeroEyes sells gun-detection software designed to work with existing security camera installations. The system combines artificial intelligence with a human review step. The company markets the product around rapid notifications and the delivery of images and location information to staff and law enforcement.

Market context

Security technology suppliers have increasingly targeted US federal business by aligning products with agency procurement rules and operating requirements. Hiring former officials who understand budgeting, policy, and acquisition processes is often part of that approach.

The Office of Management and Budget plays a central role in shaping federal management policy and reviewing agency budgets. Experience in that environment can help vendors build relationships across departments and navigate government-wide frameworks.

ZeroEyes describes itself as a provider of "proactive" gun detection and situational-awareness software. The company says the Department of Homeland Security has recognised its product as an effective anti-terrorism technology and that it has received a SAFETY Act Designation.

ZeroEyes was founded by former Navy SEALs and technologists and is headquartered in the Greater Philadelphia area. The company says it has deployments in thousands of locations across public-sector and commercial sites in the US and internationally, including Mexico, the Caribbean, Latin America, and India.

The appointment signals a renewed emphasis on federal engagement through ZE Government Solutions, with Billy expected to work across agencies as the company pursues wider adoption of its detection and intrusion products.
